The term “fair share” in housing policy refers instead to a general legal and policy framework that requires each community in a region to fulfill its statutory or state constitutional obligation to further the general welfare by providing an equitable portion of affordable housing needed in its region. Each state and region that enacts a fair share standard can choose to peg it to different variables and different standards.
