Track Record of National Pro-Housing Legislative Success

In the 117th Congress, Up for Growth Action led the introduction of three signature bills resulting in the passage into law of H.R. 3680, the Promoting Affordable Housing Near Transit Act, and the passage of two bills in the House of Representatives: H.R. 2483, the Build More Housing Near Transit Act, and H.R. 2126, the Housing Supply Affordability Act.

H.R.3680- Promoting Affordable Housing Near Transit Act
STATUS

Up for Growth Action successfully advocated for legislation and enactment into law.

WHAT IT DOES

Gives transit agencies the authority to transfer unused land to non-profit housing developers at zero cost for the purposes of affordable housing development.

WHY IT MATTERS

Increases development of dense, walkable, and mixed-income communities in high opportunity and transit-served areas.

H.R.2126/S.902- Housing Supply and Affordability Act
STATUS

Up for Growth Action successfully lobbied for this legislation to be included in the U.S. House of Representatives passed Build Back Better plan and President Biden’s Housing Supply Action Plan.

WHAT IT DOES

Creates a new HUD planning and implementation grants program to support local efforts to eliminate exclusionary zoning and discriminatory land use policies to expand housing supply.

WHY IT MATTERS

Provides the states, localities, tribes, and regional municipal and county coalitions with the necessary funding and technical resources to remove artificial barriers to affordable housing development.

H.R. 2483/S.3237 Build More Housing Near Transit Act
STATUS

Up for Growth Action successfully lobbied for this legislation to be included in the U.S. House of Representatives passed Infrastructure Investment and Jobs Act.

WHAT IT DOES

Provides incentives for transit agencies to work with cities to better align zoning and land use policies to support housing needs along proposed transit lines.

WHY IT MATTERS

Encourages reduction of barriers and increases resources for housing production in transit-served neighborhoods.

STATUS

Up for Growth Action successfully lobbied for the re-introduction of this legislation in both the U.S. House of Representatives and Senate.

WHAT IT DOES

Requires recipients (primarily cities and states) of CDBG funding to respond to implementation status of a 21-point checklist of pro-housing policies once every five years.

WHY IT MATTERS

Creates transparency into local policy to eliminate barriers and amplifies best practices to increase housing supply in communities nationwide.
