Up for Growth Action Applauds Passage
of Key Housing Provisions in 2023 Omnibus Bill

Washington, DCUp for Growth Action today applauded the inclusion of key housing provisions in the FY2023 omnibus spending bill passed this week by the U.S. House and Senate.

The bill includes $85 million in competitive Community Development Block Grants to reward state and local governments, metropolitan planning organizations and multijurisdictional entities that eliminate or reform exclusionary zoning, discriminatory land-use policies and other local barriers to increase the supply of affordable housing. The provision is based on the bipartisan Housing Supply and Affordability Act (HSAA), which created a new Housing and Urban Development (HUD) grant program to fund the planning and implementation of policies that reduce barriers and increase the nation’s housing supply.

Housing provisions included in the omnibus are vital given Up for Growth’s recent Housing Underproduction in the U.S. report that identified a housing deficit in 47 states and found the nation underproduced 3.8 million homes in 2019, up from 1.6 million in 2012.

“We thank Senator Brian Schatz for his leadership in securing $85 million to incentivize the elimination of exclusionary zoning and land use policies and for supporting the creation of affordable housing in communities across the country. We also applaud the House and Senate Appropriations Committees’ leadership in providing significant funding increases for vital HUD affordable housing programs,” said Up for Growth Action CEO Mike Kingsella. “As the year ends, we look forward to working with the 118th Congress to advance bipartisan reforms that will induce housing production that meets the needs of communities nationwide.”
