Up for Growth Action-Led Coalition Urges House Passage of Amended 21st Century ROAD to Housing Act

Washington, D.C., May 18, 2026 — An Up for Growth Action-led coalition of more than 200 national, state, and local housing, business, community development, and pro-housing organizations sent a letter to House leadership and the House Financial Services Committee today expressing support for the amended 21st Century ROAD to Housing Act and urging the House of Representatives to pass the legislation without delay.

The letter states that America’s housing crisis demands action and describes the amended House language as a strong step forward. It emphasizes that building more homes is the best way to lower housing costs for American families and that the amended bill preserves key pro-supply provisions while making critical corrections to ensure the legislation meets its promise as a housing supply bill.

The coalition specifically supports the removal of a requirement that would have forced build-to-rent developers to sell newly constructed family-sized rental communities within seven to ten years. The letter explains that such a mandate would undermine the investment that makes this important source of housing supply possible, while noting that the amended bill still includes language supporting President Trump’s January 20, 2026 Executive Order regarding the role of institutional investment in the single-family housing market.

The letter also recognizes that, while more work remains to solve America’s housing affordability crisis, the proposal would be a historic step to increase housing supply, improve affordability, and broaden housing choice in communities across the country.

The coalition thanks Chairman French Hill and Ranking Member Maxine Waters for their leadership and urges the House to pass the amended legislation and work with the Senate toward a final package that maximizes housing supply.
