Housing Supply Frameworks Act

Background

  • According to Up for Growth’s Housing Underproduction in the U.S. report, the United States has underproduced housing by 3.85 million homes as of 2023.
  • Onerous land use and regulatory barriers can outright prohibit or make it too expensive to build certain types of new homes, especially affordable ones. These barriers account for 28% of the current average sale prices of single-detached homes and 41% of multifamily developments.
  • Many communities would like to facilitate the construction of new housing. Yet, they often need more capacity or access to the technical expertise required to update local codes appropriately.

Legislative Solution

To help support the goal of facilitating more home building, this Act would empower the Department of Housing and Urban Development to:

  • Develop and publish guidelines and best practices for state and local zoning frameworks to support the production of more housing, including recommendations on:
    • Reducing parking minimums
    • Increasing density allowances (e.g., building height limits, floor area ratios)  
    • Eliminating restrictions on accessory dwelling units (ADUs)
    • Streamlining permitting processes
    • Promoting transit-oriented development
